Scope of work	ITB: Southport Evaluation and Rehabilitation of Wastewater System Click here to view full document Addendum 1 Addendum 2 INVITATION TO BID Pursuant to North Carolina General Statutes § 143-129 et. seq. and 2 C.F.R. 200.320(b)(1), Brunswick County (“County” or “Owner”) is soliciting sealed bids fo r the construction of: Southport Evaluation and Rehabilitation of Wastewater System, DWI Project Nos. CS370714-04 & SRP-W-ARP-0299 . Sealed bids must be received by 3:00 p.m. ET on Wednesday, February 4, 2026 , in the Brunswick County Public Utilities Operations Center located at 250 Grey Water Road NE, Supply, NC 28462 and shortly thereafter the bids will be opened publicly and read aloud. The contract shall be Single Prime . A general description of the work includes, without limitation: Rehabilitation of existing sewer infrastructure within the City of Southport, NC and new construction of approximately 9,000 linear feet of 8-inch sanitary sewer force main connecting Park Avenue Pump Station to the manifold force main connection on NC 211 in Southport. Pre-Bid Meeting: A pre-bid meeting was held for all interested bidders and vendors on October 23, 2025. The agenda for the meeting is included in Addendum No. 1 to this Re-advertisement. Site Visitation: Individual inspection of the proposed construction site may be allowed only by approval of Brunswick County. Payment must be by either credit card, check/money order made payable to Duncan-Parnell, or by Duncan-Parnell Account. Please note that only registered plan holders may bid as General Contractor. Registration on the Plan Room is free of charge. County will not be responsible for full or partial sets of Contract Documents, including any addendum, obtained from any other source. No refund for any Contract Documents shall be made and no partial sets of the Contract Documents will be issued. Brunswick County reserves the unqualified right to reject any and all bids. A 5% bid bond or deposit is required. Chapter 143, General Statutes of North Carolina, will be observed in receiving and awarding general contracts. Pursuant to N.C.G.S. § 143-128.2, contractors are required to exhibit good faith efforts to solicit minority business subcontractors. In addition to the foregoing, Contractors are required to comply with 2 C.F.R. § 200.321 to ensure that small businesses, minority businesses, women’s business enterprises, veteran-owned businesses, and labor surplus area firms are considered.
