Scope of work	This bid is for the Department of Social Services and is for "Legal Assistance in facilitating voluntary transfer of custody”. The contract period will be from July 1, 2019 to June 30, 2020, with three other one-year extensions. Any attorneys who are currently licensed to practice law in North Carolina and maintain an office within the County, or law firms including such attorneys, may respond to this RFP. On average, the County has 20-25 transfer of custody cases per year. These are situations where the parents or custodian parent of children who might come into DSS care agree to transfer their physical and legal custody to willing family members in order to establish a safe protection plan and permanency. Contractor shall provide consultation, legal advice and representation as requested by the County and family on all legal matters arising regarding transfer of custody of certain minor children as well as file all necessary pleadings, effect service on opposing parents and perform any necessary in court or out of court representation of the family. In this proposal, "uncontested" actions are those where both parents agree to the custody transfer and service of process is not a problem because their addresses are known. "Contested" cases occur where only one parent agrees to the custody transfer and service on the other parent or service on both parents is problematic.
